Hydra is a water dragoon of the Delnorn Kingdom. Captain of the Silver Dragons Legion. Also a Dragon Shaman and the Creaseon Warrior of Speed. His partner dragon is an gigantic over-sized Abyss Dragon, named Leviathan, who has been with him since birth.
The reason of his overpowered-ness is because of two reasons.
1) The Delnorn Creasons are two serrated bladed tonfas that allow him to move at the speed of light by touching them.
2) Being a dragon shaman. Not only does this allow him to use unique abilities, BUT, at his level of skill, allows him to combine with Leviathan. This would normally create a Half-dragon for a human, but for Hydra being a dragoon, it makes him twice his size, and all muscle, combined with his tactical brain.
Still, Diven can outrank him in badass in every single way.
Then again, Jack Rakan of Mahou Sensei Negima! outranks them both in terms of badass and overpowered.

Ah, here's what I reckon. If you know the story the latest DS release of CT states, then it's safe to tell you, otherwise don't read it if you don't want spoilers. XD
After the end of CT, there's an obvious happy ending. You only get Human Glenn when the curse is lifted by killing Magus. Otherwise, Magus does not himself. All characters return to their timeline having a happy ending (unless you count fangames like Crimson Echoes who stay close to canon). Ayla's back in her time, Glenn becomes a knight of Guardia (probably turns human, Robo goes to his own timeline (probably becoming a Time Bastard and disappearing). Lucca opens her orphanage.
Perhaps in some cases all the characters may have joined in at Lucca's orphanage and played with the children there. Or perhaps Lucca guided the children on how the Heroes of Time actually looked like. XD So yeah. Almost everyone except for Lucca, Marle, Magus and Crono have a happy ending.
Marle dies in her room, probably stabbed by Dalton. Crono battles Dalton at Nadia's Bell and dies there. Lucca is later killed by Lynx at the orphanage. Magus loses his memories and becomes Guile in Chrono Cross. (Holy cow, Square Enix stole Chrono Compendium's theories! D
XD So there you have it!
